Part 3:

Purpose of government

Fulfilled/Not Fulfilled

Evidence

Maintain Order

Not quite fulfilled

The united nations concluded that Libya's government has not done enough to halt the violence perpetrated by revolutionary militias.

National Defense

Not Fulfilled

Colonel Qaddafi, who took power in a military coup, had always kept the Libyan military too weak and divided to rebel against him. About half of Libya’s relatively small 50,000-member army was made up of poorly trained and unreliable conscripts

Direct Economic Decision Making

Quite fulfilled

By mid-November, oil production===was quickly being restored in Zawiyah and around the country,===
in large part because both the Qaddafi regime and the former rebels, now the interim leaders of Libya, took pains to avoid crippling the country’s most important industry during the civil war.

Provide Public Services

Somewhat Fulfilled

Still a lot of rural communities that lack of basic supplies/methods of transportation.

Protection of Individual Rights

Not Fulfilled

The report also concludes that NATO (North Atlantic Treaty Organization) has not sufficiently investigated air raids that killed at least 60 civilians and wounded 55 more.

Qaddafi's government is not very legitimate because his fulfillment of the 5 purposes is not very good. He only fulfills the purposes that he will benefit from & he does not care for his national defense or the protection of his people because he wanted to kill them. Qaddafi's leadership was always questioned.

Part 4:

Who revolted? The rebel alliances of Lybia who wanted Qaddafi to step down. They were mostly Islamic and sunni Muslims.
